If you edit/photo manipulate a picture, are you allowed to post it onto deviantart? Even if you didn't take the photo itself? Or is that art theft?

And I mean actual editing/photo manipulation... not putting in on MS Paint, using the filter tool to turn it a different color, and then posting and saying: OMG I EM SO KEWL I MAED THIS LOLOLOL.

And while I'm on that, how do I credit the photo? Obviously I can say that I didn't take the photo... but if I don't have the name of the photographer, can I still post it?

Let's say I did something similar to that but of a celebrity or something. Would I still be able to post it or no?
